The fine blue and gilt etched blade is French, so no American stars and stripes, but a Union eagle to the forward facing langet confirms this to be a Unionist American Civil War era infantry officer’s sword.
The 29 1/2 inch blue and gilt etched blade is in quite good condition but has some several inert rust patches (mostly along the edges). Blade firm in the hilt. The fine and ornate guard / hilt is in good shape. The nicely horizontally and diagonally grooved bone grip is very good. The leather and brass fittings scabbard is good, but a bit floppy with age, plus some wear and a kink (top fitting loose, comes off, can be glued). The sword sheathes and draws well but for the last part of sheathing due to the loose scabbard fitting.
