The scabbard is likely a later replacement but the tulwar is late 19th Century.
The 31 inch blade has age (inert pitting, some patina and staining) but is still good, plus firm in the hilt. The steel hilt (with sun / star burst pommel) and grip are aged and worn but good. The cloth and steel scabbard is also aged but good. The sword sheathes and draws well.
