Almost certainly Wilkinson Sword made (they made most of Gieves’ swords). Perhaps needs a little careful cleaning to bring it up to top class official use, but the potential is there.
The 31 1/4 inch blade is in very good condition, some light speckling / aging but etching still very good; blade firm in the hilt. The hilt good, with much gilt remaining. The fishskin grip is good, a couple of small grubby patches, a couple of paint spots; all likely to be removable with care. The twisted grip wire bindings are good. The scabbard is good, some slight wear, the gilt mostly gone to reveal the base brass fittings; the folding guard section of the hilt works well and locates as it should onto the scabbard’s retaining pin. The all weather bag with some age is nonetheless good and would probably benefit from some careful cleaning. The sword belts have wear but are sound to good.
